Section/Unit: The Biological Assessment Unit provides scientific support and biological evaluations using fish and benthic macroinvertebrate analyses for the Division of Water Quality. The Unit provides scientific expertise in aquatic ecosystem structure and function which includes biological data collection and management to support DWQ management decisions, section policies, enforcement actions, and evaluation of water quality status and trends for all of North Carolina.

Description of Work:
This position coordinates and manages staff activities involving the evaluation of water pollution using benthic macroinvertebrate and fish communities as the primary measure of water quality impacts. The work unit performs benthic macroinvertebrate and fish biological community analyses based on standard operation procedures in conjunction with physical and chemical data. The Supervisor and the work unit conduct field studies across the state which requires some overnight travel. Primary functions of this position include program supervision, coordination of staff work, and the position will provide technical expertise or guidance for long term and short-term special studies. The position is required to review regulatory requirements for biological reports and memos and to provide scientific interpretations for various DWQ activities including NPDES permit decisions.
Knowledge, Skills and Abilities:
- Ability to select and supervise a team of aquatic scientists and specialists
- Supervisory skills including work planning and team management
- Knowledge of the technical concepts of at least one of the disciplines supervised
- Ability to plan, organize and direct work operations
- Ability to train and supervise subordinate workers
- Ability to review and critique the work of others
- Ability to plan and conduct technical projects and summarize the results in written form
- Knowledge of federal and state regulations governing water quality
- Excellent oral and written communication skills
Training and Experience:
Graduation from a four year college or university with a major in biology, environmental science, ecology or a related natural science curriculum plus four years of progressive experience related to the work to be performed or an equivalent combination of education and experience.
